【What's New】I'm sending a What's New notification to specific employees. Why is it showing that the employee ID doesn't exist?

There are two reasons why the system will show an employee ID doesn't exist:

1. The employee ID was entered incorrectly

2. This account has not been activated; users who have not activated their account cannot receive What's New notifications.
